The Adams County Animal Control Code (Resolution 2022-043, effective March 1, 2022) governs unincorporated areas. "Control" means physical restraint by leash, cord or chain, confinement within the owner's property boundaries, or reliable verbal/physical command. An animal off its owner's property and not under a person's control is "running-at-large." Animal Management Officers may impound any animal found running-at-large, including dogs without license or rabies tags. Incorporated cities (Commerce City, Thornton, Northglenn, Brighton, etc.) set their own leash laws.
Animal-at-large fines run $200 (1st) and $300 (2nd) under Ordinance No. 6; any Code violation is a petty offense, up to $300 and/or 10 days jail. Impound and board costs are owed by the owner.
