Winter Park requires all dogs be leashed (maximum 6 feet) when off the owner's property under City Code Chapter 14 and Orange County Code Chapter 5. Fleet Peoples Park is the only designated off-leash dog park in the city.
The city enforces Orange County animal control ordinances through a service contract. Leashes may not exceed 6 feet; retractable leashes must be locked to that length in public. Dogs must be under physical control at all times on Park Avenue, in Central Park, Mead Botanical Garden, and along the Chain of Lakes shoreline. Fleet Peoples Park on Cady Way offers a fenced off-leash area. Rollins College campus is private property with its own pet policy. Rabies tags required and must be visible on collar.
First offense $100. Second $200. Third $500 plus possible dangerous animal hearing. At-large dogs may be impounded at Orange County Animal Services with $35/day boarding plus reclaim fee.
