Charleston Code Chapter 6 prohibits the keeping of inherently dangerous wild animals as pets, including big cats, nonhuman primates, bears, wolves, venomous reptiles, and large constrictor snakes. The ordinance is intended to protect public safety and prevent animal welfare problems associated with private exotic ownership. Common nondangerous reptiles, fish, small birds, and rodents are typically allowed. Licensed zoos, wildlife rehabilitation centers, and accredited educational facilities may be exempt with appropriate state and federal permits. West Virginia state regulations administered by the Department of Natural Resources also restrict native wildlife possession and impose permit requirements for many species.
Possession of prohibited exotic species can result in animal seizure, criminal misdemeanor charges, daily fines, and forfeiture of the animal to a licensed facility.
