Glenn County Code Section 8.04.530 prohibits any person from having, keeping, maintaining, selling, trading, or letting for hire any wild, exotic, dangerous, or non-domestic animal without first applying for and receiving special authorization from the animal control officer. The officer may not grant that authorization until the applicant demonstrates compliance with Chapter 2 (commencing with Section 2116) of Division 3 of the California Fish and Game Code, the state's restricted-species permitting law. The keeping must also conform to the appropriate zoning code. Under 8.04.530(B), the officer may permit such an animal only where it can be kept without endangering people or property, and may require the animal to be caged, tethered, or otherwise restrained and impose additional conditions; authorization can be revoked if safety is endangered. Section 8.04.530(C) exempts licensed circuses, carnivals, zoos, and other governmental wild-animal collections. Section 8.04.540 separately regulates trapping wild animals subject to rabies, requiring a statement filed with the animal control and health officers before any trapping for live sale.
