Oregon state law (ORS 609.305) prohibits keeping most exotic animals without a pre-2010 ODA permit. Multnomah County Code Title 13 supplements state law. MCAS enforces exotic animal regulations county-wide. ODFW regulates wild animal possession.
ORS 609.305 prohibits keeping exotic animals (non-native felids, non-wolf canids, bears, etc.) without a state Agriculture permit issued before January 1, 2010. Breeding exotic animals is generally prohibited. Wild animals cannot be kept as pets under Oregon wildlife law. ODFW issues permits for certain wildlife rehabilitation or display purposes. Multnomah County Code Title 13 may add further restrictions on livestock and animals in residential zones. In rural unincorporated areas, agricultural zoning may permit additional livestock types.
