Houston has no broad mandatory spay-neuter ordinance. Sterilization is required for shelter-adopted animals and free-roaming cats in TNR programs. BARC and partners run low-cost and free clinics throughout the city.
Unlike Los Angeles or Dallas, Houston Chapter 6 does not require all owned dogs and cats to be sterilized. Mandatory spay-neuter applies only when adopting from BARC, when reclaiming intact impounded animals, or as part of TNR releases for community cats. Owners of intact dogs and cats remain free to keep them, though they may face higher BARC fees and stricter standards if their animals run at large or reproduce uncontrollably. BARC operates free and low-cost spay-neuter vouchers, mobile clinics, and partner programs with Emancipet and Friends For Life to encourage voluntary sterilization, particularly in underserved ZIP codes.
Failing to sterilize a shelter-adopted animal violates the BARC adoption contract and can lead to revocation, refund of adoption fee, and forfeiture of the animal. No general fines for owning intact pets responsibly.
