Bonneville County, ID Animal Ordinances: Mandatory Spay/Neuter (2026)

07(B)(4) targets repeat at-large offenders rather than all dogs. It provides that an unaltered, meaning not neutered or spayed, dog that has been impounded at the Animal Control Shelter on two previous occasions during the previous one year shall be required to be spayed or neutered prior to the owner redeeming the animal. The same subsection directs that the accrued impound and boarding fees the owner already owes shall be applied towards the cost of the spay or neuter, so the money spent keeping the dog impounded is credited toward the sterilization bill rather than charged twice.

The trigger is impoundment at the Idaho Falls Animal Control Shelter specifically, counted over a rolling one-year lookback from the third impound. 07(B)(4)(a), the county contracting with a government or private facility to carry it out. 03, which already prices altered and unaltered dogs differently, $3 versus $5 annually, giving owners of unfixed dogs both a cost incentive and, after two lapses, a legal mandate to sterilize.
