01 defines MICROCHIP as 'a small radio transmitter and minute electronic device, approximately the size of a grain of rice, that contains the dogs identification number,' linked to a database that identifies the owner. 07(B)(3): no dog can be released to a person redeeming it from the Idaho Falls Animal Shelter unless it is currently licensed, microchipped and wearing a collar and license tag. The requirement applies on top of the standard impound hold, which runs a minimum of three business days for an unlicensed dog and five days, excluding weekends and holidays, for a dog already wearing a tag or chip.

07(B)(1)-(2) lets the owner redeem the dog by procuring a license, adding microchip identification, and paying the impound and boarding fees the Animal Control Shelter sets. 07(B)(4): once a dog has been impounded twice in the previous year, that section requires it be spayed or neutered before the owner can take it home again. 03, are $3 for a neutered or spayed animal and $5 for an unaltered one, plus a $1 replacement-tag fee.
