Moore County, NC Animal Ordinances: Mandatory Spay/Neuter (2026)

Sec. 4-88 sits in Chapter 4, Article IV (Permits) of the Moore County Code, right after the now-repealed Sec. 4-87. It applies specifically to any 'group, organization or entity offering animals for adoption in Moore County,' which reaches Moore County Animal Operations' own shelter along with any rescue or nonprofit placing animals locally; the mandate does not reach a private individual rehoming a single pet outside an adoption program. The sterilization trigger is age, not species: any animal six months of age or older must have documented proof of sterilization before it leaves for its new home, or the adopting organization must arrange and prepay for the spay or neuter surgery before placement.

This sits alongside the county's separate rabies-vaccination rule in Sec. 4-32, which independently requires every dog or cat four months or older to carry current rabies vaccination, and the general redemption procedure in Sec. 4-65, which issues every adopter a 'proof of rabies vaccination notice' at the time of adoption. Chapter 4's general enforcement machinery in Sec. 4-10 covers any violation of the chapter, including Sec. 4-88, so an adoption organization that places an unsterilized, unarranged animal is exposed to the same misdemeanor and civil-penalty track as any other Chapter 4 violation.
