Failing to comply with the adoption agreement's spay/neuter and microchip commitments is a violation of the animal chapter and, like any other violation, is punishable under § 90.99 by the fine set in the county's schedule of fines and fees, with continuing noncompliance treated as a separate offense each day it persists. Because the obligation is also a signed written agreement with the adopting facility, the shelter or welfare organization can pursue the adopter directly for breach of that agreement in addition to any county enforcement action.
