Travis County does not impose general mandatory spay-neuter on owned pets, but Texas HSC 828 requires sterilization of dogs and cats released from TCAS adoption or shelter custody before transfer.
Under Texas HSC Chapter 828, releasing agencies including TCAS must sterilize adopted animals before release or obtain a sterilization agreement and deposit. Adopters typically sign a contract requiring spay or neuter within thirty days for animals under six months. Failure to comply allows the shelter to reclaim the animal and forfeit the deposit. Free or low-cost surgery is available through Emancipet, Austin Humane Society, and TCAS partner clinics. Privately owned, unaltered pets face no county restriction outside breeding-permit programs.
Forfeit of deposit, return of animal to TCAS, breach of adoption contract, and disqualification from future adoptions across partner shelters.
