Section 6-49, governing the management and care of cats generally, closes with a flat requirement: any cat over six months of age that is allowed outdoors must be spayed or neutered. The duty falls on anyone owning, having an interest in, harboring, or having charge, care, custody or possession of the cat, the same list of responsible parties used throughout the animal chapter. The section does not carve out an exception for breeding cats or cats kept for showing; the trigger is simply that the cat is over six months old and is let outdoors.

It is paired in the same section with the four-cat household cap and the related registration and per-cat fee for households that already exceeded four cats when the section took effect. Enforcement runs through the general chapter 6 mechanism: the shelter manager, the Executive Director of the Inland Valley Humane Society and staff, enforces the chapter under Sec. 6-2 and can issue administrative citations under Sec. 6-10, with resulting fines payable to the Inland Valley Humane Society under its enforcement agreement with the city. Because the requirement is tied to cats that are "allowed outdoors," an owner who keeps an unaltered cat over six months strictly indoors is outside this specific mandate, though the cat would still need a license under Sec. 6-42 and proof of rabies vaccination under Sec. 6-48.
