Section 6-41, in the "Dogs and Cats" article of the animal chapter, sets a flat numeric ceiling: no person may keep more than three adult dogs or four adult cats on any premises in the city, and the combined total of dogs and cats cannot exceed five animals, regardless of the mix. The only carve-out is for puppies or kittens under eight weeks of age, which are not counted toward either the species cap or the five-animal combined total. The section does not create a permit path to exceed the numeric limit; a resident keeping more than the allowed number is simply in violation of the chapter.

General enforcement runs through Sec. 6-2, which makes any chapter 6 violation a misdemeanor or an infraction at the discretion of the city attorney or the Los Angeles County district attorney, and the shelter manager, the Executive Director of the Inland Valley Humane Society and staff, is charged with enforcing the chapter and may issue administrative citations under Sec. 6-10, with fines payable to the Inland Valley Humane Society. This cap sits alongside the separate cat-specific registration rule in Sec. 6-49(1), which lets an existing household register and pay a per-cat fee to lawfully exceed four cats, a rule that predates and narrows the flat cap for cats kept before the section's adoption.
