Warner Robins, GA Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 5-133 sets the baseline: no one may own, keep, harbor or have custody of a dog or cat six months or older that hasn't been altered, unless they hold an unaltered animal permit or the animal is exempt. Section 5-134 exempts short-term nonresidents (120 days or less), licensed humane societies and shelters that certify they don't breed animals, and veterinary hospitals. Owners who want to keep an intact pet apply under Section 5-135 for an annual permit ($10) or a lifetime permit ($100), each requiring proof of microchipping; permits are available for working, service, show, or breeding-stock animals approved by the animal control director.

Section 5-136 sets the compliance deadline at thirty days after the animal turns six months old (or July 1, 2022, whichever is later), or within thirty days of acquiring an older animal. Owners must report address or ownership changes within thirty calendar days under Section 5-137. Section 5-138 puts the City of Warner Robins Animal Control in charge of enforcement through citations, and lets the animal control director suspend enforcement of the sterilization mandate itself if the city finds inadequate low-cost or no-cost spay/neuter services locally. Section 5-140 separately requires a breeding permit before any dog or cat may be bred or offered for stud.
