Summary

McHenry County Animal Control scans every impounded dog, cat and other animal for a microchip at intake, and no companion cat or dog leaves the pound through redemption without being microchipped first if it wasn't already done. The county's Public Health Ordinance folds the microchipping fee into the standard redemption checklist owners must complete to get an impounded pet back.

These county ordinances apply to unincorporated areas of McHenry County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

When dogs, cats or other animals are apprehended and impounded by the Administrator, or his or her authorized agent, they must be scanned for the presence of a microchip. ... In case the owner of any impounded dog, cat, or other animal desires to make redemption thereof, they may do so by complying with the following: ... (6) Paying for microchipping and registration if not already done. All companion cats and dogs will be microchipped at redemption if not already done.

Full Breakdown

870(C), the Animal Control Administrator or an authorized agent must scan every dog, cat or other animal for a microchip the moment it is apprehended and impounded, before any attempt is made to find the owner. When an owner comes to reclaim an impounded pet, the code sets out a six-item checklist the owner must complete: presenting proof of ownership, presenting proof of rabies vaccination and registration where applicable, paying for the rabies vaccination and registration if needed, paying the boarding fee set in the Public Health Fee Ordinance for every day the animal was held, paying the additional impound fee prescribed in that same fee schedule, and finally paying for microchipping and registration if the animal does not already have one.

The ordinance states flatly that all companion cats and dogs will be microchipped at redemption if not already done, so an owner cannot decline the procedure and still take the pet home. These redemption payments stack on top of any other penalty already charged under the county's animal control ordinance, the Illinois Animal Control Act, or the Illinois Public Health and Safety Animal Population Control Act. 04, the county's Public Health Ordinance administered by the McHenry County Department of Health, and applies only to the unincorporated area; Crystal Lake, Woodstock, Algonquin, Huntley, Cary, Lake in the Hills, Johnsburg and the separate City of McHenry each enforce their own municipal animal codes for pets inside city limits.

Violations & Fines

An owner who won't pay for microchipping cannot complete redemption at all: the ordinance conditions release of the animal on payment of the boarding fee, impound fee and microchipping cost together, so an unpaid balance keeps the pet in the county shelter. If nobody redeems the animal, McHenry County Animal Control may offer it for adoption or, absent placement, euthanize it under the Illinois Euthanasia in Shelters Act after the required holding period runs.

Frequently Asked Questions

Does McHenry County require microchipping to get my impounded dog back?
Yes. Section 8.04.870(C) of the county's Public Health Ordinance requires payment for microchipping and registration as part of redemption, and states that all companion cats and dogs will be microchipped at redemption if not already done. You also need proof of ownership and current rabies vaccination and registration before Animal Control releases the animal.
Does the county scan pets for microchips when they're picked up?
Yes. Under § 8.04.870(C)(1)(a), the Administrator or an authorized agent must scan every impounded dog, cat, or other animal for a microchip as part of processing it into the shelter, which is how the county tries to identify owners before the notice period runs.
Is there an extra charge if my pet already has a microchip?
No separate microchipping fee applies if the animal is already chipped: the ordinance only requires payment for microchipping and registration "if not already done." You still owe the standard boarding and impound fees set in the county's Public Health Fee Ordinance for the days the animal was held.
Does this microchipping rule apply inside Crystal Lake or Woodstock?
No. Section 8.04.870 governs only unincorporated McHenry County. Crystal Lake, Woodstock, Algonquin, Huntley, Cary, Lake in the Hills, Johnsburg, and the separate City of McHenry each run their own municipal animal control programs and set their own redemption rules for pets picked up inside city limits.
