Tracy, CA Animal Ordinances: Microchipping (2026)

08 (Animals), added by Ordinance No. 1308 on June 1, 2021, makes microchipping mandatory rather than optional in Tracy. 490 applies to any dog or cat older than four months that remains within city limits for sixty days or more; the owner or custodian must have the animal implanted with an identifying microchip and report the microchip number to Animal Services within thirty days of the procedure. If a resident adopts a dog or cat from the city animal shelter and the animal was not already chipped, the new owner has thirty days from the adoption date to give Animal Services documentation showing the animal has since been microchipped.

Whenever a microchipped animal is sold, adopted, or otherwise transferred to a new owner, that person must give Animal Services their current address and contact information so the chip registry stays accurate. 500 carves out two exemptions: a licensed veterinarian can certify in writing that an animal is medically unfit for the microchipping procedure, and Animal Services may waive the requirement on economic-hardship grounds if the owner signs a hardship form. 130. Animal Services, a division of the Tracy Police Department, administers the program and fields the microchip-number reports and hardship applications.
