Clinton Township, MI Animal Ordinances: Pet Groomer Rules (2026)

The permitted-use list for Clinton Township's business districts is codified in Chapter 1153, Use Standards, which sets supplemental regulations for use categories listed against the district-specific standards in Chapters 1134 (B-1), 1136 (B-2) and 1138 (B-3). 01(a) authorizes retail businesses and service establishments in the B-2 Community Business District and B-3 General Business District, and subsection B of that item names pet groomers specifically, alongside home appliance repair shops, printers and upholsterers, as showrooms of a nature which require a workshop adjunct. The qualifier is deliberate: only grooming operations without boarding facilities fall inside this by-right category.

A groomer that also boards animals overnight moves outside this retail/service classification and would need approval as a kennel or animal boarding use under a different section of the Zoning Code, which typically carries special land use review rather than by-right status. Because the use is by-right in B-2 and B-3, an applicant does not go before the Planning Commission for a special land use hearing; the Department of Building instead issues a standard zoning certificate and any required building permit once the storefront layout, parking and signage meet the general district and Chapter 1153 site standards.

The B-1 Neighborhood Business District list in Chapter 1134 does not carry the same workshop-adjunct retail category, so a Township grooming shop generally needs a B-2 or B-3 zoned storefront rather than a B-1 location. Grooming businesses in the OS Office/Service District are not covered by this provision; OS permits only restaurants integral to an office use.
