New Braunfels, TX Animal Ordinances: Pet Groomer Rules (2026)

Appendix D of the Code of Ordinances, the city's consolidated fee schedule, lists a $50 permit fee for a "Grooming Shop" alongside other animal-related permits such as $50 for a kennel housing fewer than ten animals, $100 for a pet shop, and $150 for a petting zoo. The schedule ties these permits to the animal-licensing program, stating the fees apply to permits "required under this chapter," the same chapter that sets the city's dog and cat licensing and kennel rules.

Zoning treats animal grooming strictly as a commercial use. Under the Section 144-4.2 land use matrix, "Animal grooming shop" is permitted by right in the C-1, C-2, C-3 and C-4 commercial districts and the M-1 and M-2 industrial districts, plus their post-1987 successor zones (C-1A, C-1B, C-2A, C-4A, C-4B, M-1A, M-2A). It is blocked entirely, shown as a blank cell rather than a "P," in every residential district, including R-1, R-2, R-3 and all of the R-1A variants, and in the B-1, TH and ZH residential-adjacent districts. A groomer who wants to work from home would instead need to qualify under the separate, more limited home occupation standards in Section 144-5.5, not as a standalone grooming shop.

Once a location sits in a qualifying district, Section 144-5.1-3's parking schedule requires one off-street parking space for every 500 square feet of gross floor area dedicated to the grooming shop, calculated and shown on the site plan filed with the building permit application under the general parking provisions of Section 144-5.1-1.
