Plano, TX Animal Ordinances: Pet Groomer Rules (2026)

City Code of Ordinances Sec. 4-123 requires a person to apply for and hold a pet grooming facility permit before operating in Plano, with the permit issuing once the fee is paid and the facility meets a set list of conditions. Hot and cold water plus disinfecting chemicals must be readily accessible to all animal housing areas. Ambient temperature in those areas must be maintained between 60 and 79 degrees Fahrenheit at all times, with temperature and ventilation kept at levels healthful for the species housed.

Cages and enclosures must be built of nonporous, easily disinfected material, sized so the animal can stand, turn and lie down naturally, and cleaned and disinfected after each use. Sufficient clean, dry bedding must be provided when needed. Any animal held overnight must be fed and watered, and every cage housing an animal cleaned daily, including Sundays and holidays. The facility must also have written procedures for notifying the Animal Services Department of any local rabies control incident under Sec. 4-93. Operating without a permit, or operating and failing to comply with any of the listed conditions, is a separate offense for each animal or condition out of compliance under subsections (c) and (d).

Permit holders must also allow inspection of animals, the animal-service portion of the premises, equipment and records during business hours upon request; refusal is a separate offense under subsection (b).
