020 as any person who, for a fee, cleans, trims, brushes, makes neat, manicures or treats an animal for external parasites, and GROOMING as maintaining an animal's coat and body condition appropriately for its age and species. 060 sets the core care duties: adequate feed, adequate water, adequate shelter that is properly cleaned, adequate space in the primary enclosure sized for the animal's age, size, species and weight, adequate exercise, adequate care and transportation, and veterinary care when needed to prevent suffering or disease. Subsection (B) expressly extends every one of those duties to every animal shelter, dealer, pet shop, exhibitor, kennel, groomer and boarding establishment operating in the city, not just individual pet owners.

030 requires any animal establishment for which the title requires special authorization and a license to comply with every condition set in the chapter, and makes the owner, manager or operator responsible for violations committed by an employee. 080 requires any building or enclosure housing animals, which covers a grooming facility's holding areas, to be properly ventilated to prevent drafts and remove odors, with heating and cooling provided according to the animals' physical needs. 110 requires that any violation of these regulations be corrected within a reasonable time set by the animal control officer.
