Antioch, CA Animal Ordinances: Pet Limits (2026)

303: an owner applies to the Animal Control Supervisor with a fee set by City Council resolution, and before approval the Supervisor must inspect the premises and notify adjacent owners and tenants within 300 feet, who get at least ten calendar days to raise complaints about noise, odor or conditions. Permits run one year and renew without new review unless a complaint was lodged in the prior year. Applicants are disqualified if, in the prior three years, they had a permit or license revoked, were cited administratively, or were convicted under any animal-control law.

All permitted dogs must be confined and enclosed in a secure shelter overnight except when actively worked, shown or trained, and permit holders may not whelp more than one litter per registered bitch per calendar year. A veterinary hospital is exempt from the multiple pet or kennel permit unless it also separately offers boarding or breeding. Anyone who already held a dog fancier permit when this chapter took effect keeps operating under it until that permit's term ends. Late fees apply if a required permit is not obtained, or a renewal fee is not paid, within 60 days.
