601. That permit process requires the Animal Control Supervisor to first find the birds will not harm the creature, cause a public nuisance or health hazard, or create an unreasonable noise or odor disturbance for neighbors. Holding the permit then binds the keeper to five ongoing conditions: the aviary must be soundly constructed and kept consistent with the surrounding area; the location is subject to inspection by the Animal Control Supervisor at reasonable times; the aviary must be cleaned regularly, kept sanitary, and free of organic material that causes odor or breeds flies and insects; feed must be stored in rodent- and insect-proof containers; and cage size and specifications must conform to the rules of the keeper's racing pigeon organization.

Because these conditions attach to the permit itself, failing any one of them gives the Supervisor grounds to revisit or revoke the exemption from the standard ten-bird limit.
