Unincorporated Howard County does not impose a strict per-household pet count in its animal control code. Keeping animals at a scale that constitutes a "kennel" is regulated separately as a land use under the Zoning Regulations and may require a specific district or approval. Excessive numbers that lead to neglect are addressed through Maryland's animal-cruelty statute rather than a simple count.
Failure to license each dog or cat, or to maintain rabies vaccination, is enforced by Howard County Animal Control with civil citations and fines. Operating an unpermitted kennel is a separate zoning violation.
