Commercial (C1/C2/C3/HS/MT/OP/RES), industrial (AP/BP/IN/INP), and resource/open-space (FOR/O/W/TPZ) zones: up to 4 as an accessory residential use; more requires a Minor Use Permit for a commercial kennel/cattery. Animals are counted regardless of purpose - personal pets, breeding, and show dogs all count toward the cap. 'Household pets' other than dogs/cats (guinea pigs, hamsters, rabbits, pygmy goats, pot-belly pigs, non-poisonous reptiles/amphibians, fish, caged birds) are limited to four per dwelling unit in RS, RM, C1, C2, C3, MT, RES, BP, IN, INP, FOR, O and TPZ zones under § 17.56.050(F)(10)(b).
Keeping more dogs or cats than the zone-district cap without the required permit is a zoning violation subject to abatement and enforcement under Article 17.62 (Enforcement) of the Zoning Ordinance and Chapters 6 and 15 of the County Code. Nuisance procedures - including a mandatory dispute-resolution meeting with an animal advisory group member - precede formal enforcement when the issue is excessive noise from animals (§ 17.56.050(H)).
