City of Port St. Lucie Code Section 92.18 (Number of animals) caps unsterilized domestic pets. It is unlawful to own, harbor, or keep more than three unsterilized domestic pets over the age of six months (or any combination thereof) in a residential zoning district. 'Domestic pet' is defined in Sec. 92.01 as dogs, cats, and miniature Vietnamese potbellied pigs. A person may keep more than three but no more than five unsterilized domestic pets only if an exemption applies: (a) all of the unsterilized pets are registered with a national or international club/registry recognized by Animal Control and the owner certifies in writing that they are used or trained for shows, sporting competitions, or similar events; (b) a Florida-licensed veterinarian certifies in writing that one or more pets are medically unfit to be spayed or neutered; or (c) the unsterilized pets are six months of age or younger. Anyone found guilty of hoarding under Sec. 92.24 is limited to three domestic pets and must sterilize all pets in the household. Note that sterilized pets are not counted toward the three-pet cap, which targets unsterilized animals; community cats cared for under the city's TNVR program (Sec. 92.19) are expressly exempt from Sec. 92.18.
Exceeding the limit is a violation of Chapter 92 enforced by the Animal Control Division under Sec. 92.99: $50 for a first offense, $100 for a second, and $200 plus a mandatory court appearance for a third or subsequent offense, each with a $5 surcharge.
