Port St. Lucie prohibits keeping livestock or fowl, including chickens, turkeys, ducks, and geese, within city limits except in areas zoned as agricultural districts.
City of Port St. Lucie Code Section 92.05(c) (Prohibited animals) makes it 'prohibited to keep within the corporate limits of the city or to run at large within the city limits, any livestock or fowl as defined in section 92.01, except in areas zoned as agricultural districts.' Sec. 92.01 defines 'Fowl' as 'any live chickens, turkeys, ducks and geese, guineas, pea fowl, and pheasant,' and defines 'Livestock' as 'all animals of the equine, bovine, or swine class, including goats, sheep, mules, horses, hogs, cattle, ostriches, and other grazing animals,' except those classified as domestic pets. Section 92.04 (Animals allowed to be kept in the city) lists the only animals that may be kept on ordinary residential lots, expressly excluding fowl: domestic pets, parrots, parakeets, canaries, rabbits, guinea pigs, hamsters, ferrets, turtles, fish, snakes, birds (other than those defined as fowl), and lizards. The City of Port St. Lucie's own 311 (1PSL) knowledge base confirms that 'residents cannot keep chickens' and cites City Ordinance 92.05. Because most of the city is zoned residential, backyard chickens and other poultry are not permitted on typical residential parcels.
Keeping prohibited livestock or fowl outside an agricultural district is a violation of Chapter 92 enforced by Animal Control under Sec. 92.99, with civil penalties of $50 (first offense), $100 (second offense), and $200 plus a mandatory court appearance (third or subsequent offense), each with a $5 surcharge; the maximum civil penalty under the chapter is $500.
