San Marcos, TX Animal Ordinances: Pet Limits (2026)

City Code Sec. 6.016 sets a hard per-residence cap: no more than four adult dogs and no more than seven total animals (fish and non-fowl birds excluded), plus only one litter of puppies or kittens at a time. Anyone wanting to keep more must apply to the animal services manager for a multi-pet permit and pay a fee. Permits can issue by mail without inspection if there's been no chapter 6 enforcement action in the prior 24 months; otherwise an inspection is required, and the manager can deny or revoke a permit if the animals can't be kept without noise, odor, or sanitation problems. Revocations and denials can be appealed to municipal court within ten days.
