250 sets the household pet cap directly: no more than seven dogs, six months of age or older, or more than four cats, four months of age or older, may be harbored or possessed at a single residence or property without purchasing a kennel license. Owning more than four cats without a kennel license requires approval from the Animal Regulation Coordinator for a legitimate business purpose, meaning casual over-the-limit cat ownership is not permitted even with fewer animals than the dog threshold implies. 260 definition of a kennel and must obtain a kennel license plus a business license where one is otherwise required.

Kennel license holders must also meet the physical facility standards in that section: exercise yards enclosed by fencing at least six feet high and set apart from any property boundary fence, kennel runs providing a minimum of ten square feet of free and clear area per dog, indoor shelter of at least six square feet per dog where animals are not caged, and a requirement that kennels never be left unattended for more than twenty-four hours. Both licenses and required business licenses must be displayed and available for inspection at the property.
