Temple, TX Animal Ordinances: Pet Limits (2026)

Under Sec. 6-60, a person may own up to three dogs and three cats at one address, plus a litter of puppies and a litter of kittens under three months old. Keeping more than that requires a multi-pet permit from Animal Services under Sec. 6-61, which requires an inspection of the property and animals and proof the owner can care for them without creating a noise, odor, or public nuisance. Animal Services can deny or revoke a permit for cruelty convictions, unvaccinated animals, or an inability to properly care for the animals, and a revoked permittee gets 15 days to come back into compliance with the three-and-three cap before it becomes an offense.
