Toledo Municipal Code Chapter 505 caps ordinary household pet ownership at a combined total that typically includes three dogs and three cats per single-family dwelling. Exceeding the limit requires a hobby kennel or commercial kennel permit from the city, plus separate Lucas County commercial kennel licensing for higher counts. Multi-family dwellings and apartments may be further restricted by landlord or HOA rules. Service animals and trained assistance animals do not count against the pet limit. Foster animals through licensed rescues are generally exempt up to a stated cap, often another three to five animals. Puppies under 12 weeks old with a licensed mother often do not count toward the limit. Enforcement is typically complaint-driven, and the Department of Neighborhoods handles kennel permit applications. Rabbits, guinea pigs, and small caged animals usually do not count against dog and cat limits.
