Toledo discourages wildlife feeding through nuisance provisions. Deer feeding is restricted under Ohio Division of Wildlife rules, and intentional feeding of raccoons, feral cats, or deer that creates a neighbor nuisance is citable under TMC.
Ohio Division of Wildlife prohibits supplemental deer feeding in most of northwest Ohio to reduce chronic wasting disease transmission risk, and Lucas County falls within active deer monitoring zones. Toledo residents who deliberately feed deer, especially within the city where deer-vehicle collisions are a significant issue in the Secor Metropark and Ottawa Hills border corridors, can face state wildlife citations. Bird feeding at reasonable volumes is generally allowed, but feeders that attract rats, skunks, or raccoons and generate neighbor complaints fall under TMC nuisance provisions. Feral cat colonies operated through Toledo Area Humane Society TNR programs are allowed when registered, but unmanaged free-feeding creates enforceable nuisances. Intentional feeding of waterfowl at Maumee Bay State Park and along the Maumee River is discouraged and can be cited by Ohio State Parks. Bear feeding is federally discouraged though bears are rare in Lucas County.
Ohio wildlife feeding citation: up to $500. City nuisance citation: $100 to $250 plus abatement order requiring feeder removal and cleanup.
