Manatee County, FL Animal Ordinances: Pet Limits (2026)

The Manatee County Animal Ordinance does not impose a specific household limit on the number of pet dogs or cats. Instead, the code regulates by use and condition: a premises where six or more adult animals are kept for boarding, training, or similar business becomes a boarding facility subject to additional rules, and all owners must meet humane-care standards and avoid nuisance conditions under Sec. 2-4-8 and Sec. 2-4-13. Excessive numbers that cause neglect can be addressed as cruelty under Sec. 2-4-9 and Florida Statute 828. Any numeric limit for a specific residential district would come from the Land Development Code or a municipal ordinance, not the countywide animal code. Cities within the county may set their own caps.
