Full Breakdown

Greeley Municipal Code § 10-69 makes it unlawful for any retail store, owner, operator or employee to sell, display, exchange, offer for sale or adoption, advertise, auction, barter, trade, deliver, give away, lease, or otherwise transfer or dispose of any dog or cat, except animals obtained from a PACFA-licensed organization. A store offering adoption space must post, at the store and on each animal's enclosure, a sign naming the state-licensed organization that supplied the animal. Adopted April 1, 2025 (Ord. No. 6, 2025), this puppy-mill ordinance runs alongside a companion ban on selling or giving away dogs and cats in public places at § 10-68.

Violations & Fines

A finding of violation is a misdemeanor offense, punished under Title 1, Chapter 9 of the Code; no separate fine schedule is stated in § 10-69 itself.
