Full Breakdown

City Code Sec. 16-2 defines a "snow emergency" as the period the director of public works or a designee declares necessary to restrict parking on snow emergency routes for plowing or removal. Sec. 16-671(a)(12) then bars stopping, standing or parking "along any officially designated and posted snow removal route during a snow emergency." Sec. 16-685(c) lets the public works director, during or after a snow storm, have any vehicle illegally parked on a properly signed and posted snow removal or sweeping route towed to the nearest legal spot or impounded.
