Effective December 15, 2024, New York General Business Law Section 753-e (the Puppy Mill Pipeline Act) prohibits pet shops from selling dogs, cats, or rabbits. Suffolk County pet stores may instead partner with shelters or rescue organizations to facilitate adoptions, but cannot charge for the animal itself, only reasonable adoption fees retained by the rescue. Pet stores may continue selling supplies, food, and services. The law also requires pet shops to comply with care, sourcing disclosure, and recordkeeping standards. Enforcement is by the New York Attorney General and local consumer affairs offices.
