Bartow County, GA Animal Ordinances: Veterinary Clinic Zoning (2026)

Sec. 8(G) of the Bartow County Zoning Ordinance places veterinary clinics, kennels and animal hospitals on the C-1 general business district's permitted-use list, meaning they may open in C-1 without a conditional use hearing before the Planning Commission. The section's single numeric condition reaches further than most commercial setback rules: it covers not only the main clinic building but also any building, structure, pen, or enclosure, so an outdoor kennel run or animal enclosure must independently clear the 50-foot line from every property boundary, not just the road frontage.

Because Sec. 8 opens with the rule that a use not specifically named within a district is NOT permitted, a veterinary use proposed for any other residential or agricultural district, such as A-1, RE-1, RE-2 or the R-series residential districts, is not allowed unless the applicant seeks a rezoning to C-1 or a conditional use elsewhere in the ordinance. The C-1 district's own baseline table (Sec. 2) layers on top of the 50-foot pen setback: a minimum lot size of 26,000 square feet, a 40-foot front setback, 20-foot side and rear setbacks, and a 50-foot buffer where the property adjoins single-family residential use.

Community Development reviews the site plan for compliance with both the animal-enclosure setback and the underlying C-1 dimensional standards before issuing a building permit, and Environmental Health separately regulates any on-site animal waste handling. The Zoning Administrator can require additional screening or buffering under Sec. 5 if the clinic adjoins a residential use.
