Benton County's Development Code addresses veterinary-related land uses through two routes. 405, Permitted Locations of Kennels, lays out a five-tier structure: a hobby kennel is allowed as an accessory use to a dwelling in any zone; a commercial kennel is allowed as a home occupation in any zone; a commercial kennel not tied to a dwelling needs a conditional use permit from the Planning Official but only in the Rural Residential Zone (RR); a commercial kennel may be allowed as an accessory use to a veterinary clinic or pet shop; and a commercial kennel may stand as a primary use only where the applicable base zone allows it outright.

That accessory-to-veterinary-clinic pathway is the only place the code specifically zones kennel space around a veterinary use, and it applies without the RR-zone conditional use permit that a standalone kennel needs. 205(2), within the Flexible Industrial Overlay Zone (/FI) covering six specific parcels inside the Corvallis Urban Growth Boundary, lists animal sales and services (commercial kennels, veterinary) outright among the overlay's permitted commercial uses, alongside heavy and light equipment repair and light wholesaling. , and the kennel building and impoundment area must sit at least 30 feet from a property line or 45 feet from a road, a setback that can shrink by 30% behind a sight-obscuring fence or vegetation.
