The Chapel Hill Land Use Management Ordinance treats 'veterinary hospital or clinic' as a Use Group C use in Table 3.7-1, the town-wide Use Matrix, meaning the use is evaluated for site plan review triggers and buffer requirements under section 4.7.1(f) and section 5.6.6 rather than being a simple by-right listing. Appendix A defines 'veterinary hospital or clinic' as an establishment used for the care, grooming, diagnosis, and treatment of sick, ailing, infirm, or injured animals in need of medical or surgical attention. The ordinance is explicit about where the use cannot go: in the Mixed Use-OI-1 district, section 3.5.1(e)(3)D lists 'Veterinary hospital' among the uses barred even when a qualifying mixed-use development meets the acreage and use-mix thresholds of section 3.5.1(e)(2), alongside automotive repair, kennels, and supply yards.

Section 3.5.1(f)(3)D repeats the identical exclusion for the Mixed Use-R-1 district. Any veterinary use, principal or accessory, must instead be authorized through the Town Council's conditional zoning district process established in section 3.4 and NCGS 160D-703, where the town and property owner negotiate district-specific standards in writing.
