Mobile's Unified Development Code lists veterinary clinics among the uses requiring a special exception permit from the board of adjustment under Sec. 64-5-11, rather than allowing them by right. 1. for the safe, hygienic disposal of clinic wastes, especially infectious-disease-bearing wastes,' addressing the biohazard risk that distinguishes a vet clinic from an ordinary medical office. The board also must be satisfied that the clinic's activities won't be detrimental to the neighborhood, weighing the physical relationship between the clinic and surrounding structures, its probable hours of operation, its parking, and the overall beneficial or adverse effects on the area.

Getting to that decision requires a public hearing: Sec. D requires mailed notice to every property owner within 300 feet at least 15 days before the hearing, published notice in a newspaper of general circulation once a week for two consecutive weeks, and a sign posted on the property 15 days in advance. The board can grant the exception outright, grant it with conditions, or deny it, and a denied applicant can appeal to the Mobile County Circuit Court within 15 days of the board's decision.
