100, the Urban Zone Categories Use Matrix, lists Veterinary Clinic as a straight-out permitted use in the Neighborhood Business, Planned Community Business, Community Business, General Commercial, Industrial Park, Business Park, Light Industrial, Heavy Industrial, Urban Center and Mixed Use Center zones. It drops to a conditional use, which requires hearing examiner review, in the Low Density Multiple Residential and Multiple Residential zones, and the matrix leaves the box blank, meaning the use is not allowed, in the R-9,600, R-8,400 and R-7,200 single-family zones, the Townhouse zone and the Mobile Home Park zone.

In the Community Business zone the use carries reference note 86: outdoor display or storage of goods and products is prohibited on site, so kennel runs, cage displays or supply storage have to stay indoors or fully screened. 030(1): a veterinary clinic must provide 3 parking spaces per 1,000 square feet of gross floor area in the zone group that includes R-9,600, R-8,400, R-7,200, MR, LDMR, GC, CB, NB, PCB, MUC, MHP, HI, LI, BP and IP, and 4 spaces per 1,000 square feet in the rural-leaning zone group that includes RD, RRT-10, R-5, RB, CRC, RFS, RI, F, F&R and A-10.
