Full Breakdown

Under San Rafael Municipal Code §14.17.040, any animal care facility, a category that includes veterinary hospitals and clinics, needs a use permit approved by the zoning administrator through Chapter 14.22's use-permit process; it is not a by-right use anywhere in the city. Approval requires findings that the facility keeps an employee handbook on animal handling and waste disposal, stays within the sound levels set by the city's Chapter 8.13 noise ordinance, maintains adequate waste and hazardous-waste facilities, and creates no public or private nuisance. This is San Rafael city-limits law; unincorporated Marin County areas nearby are regulated separately by the county.

Violations & Fines

Operating an animal care facility without an approved use permit, or violating permit conditions, is a zoning code violation subject to code enforcement action, citation, and potential permit revocation.
