Los Angeles County, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Los Angeles County Code § 22.20.030 sets the land use regulations for seven commercial zones: C-H (Commercial Highway), C-1 (Restricted Commercial), C-2 (Neighborhood Commercial), C-3 (General Commercial), C-M (Commercial Manufacturing), C-MJ (Major Commercial) and C-R (Commercial Recreation). Table 22.20.030-B files "Veterinaries, small animal" under Animal-Related Uses and splits the use into two rows, Clinics and Hospitals, each with its own result in every zone.

For clinics, Zone C-H shows a dash, which Table 22.20.030-A defines as Not Permitted. Zones C-1 and C-2 require a Conditional Use Permit (CUP) under Chapter 22.158. Zones C-3, C-M and C-MJ require only Ministerial Site Plan Review (SPR) under Chapter 22.186, the lighter of the two tracks. Zone C-R requires a CUP and carries footnote 4, which says the use shall comply with the standards in Section 22.20.080 (Development Standards for Zone C-R).

For hospitals, the table is far tighter. Zone C-M is the only commercial zone with a result other than a dash, and that result is a CUP. Zones C-H, C-1, C-2, C-3, C-MJ and C-R all show Not Permitted. A practice that wants a hospital in a neighborhood commercial strip (C-2) or a general commercial corridor (C-3) therefore cannot get there through this table at all, while the same practice operating as a clinic could.

Section 22.20.080 sets two tiers of Zone C-R standards. Sales and service uses referenced in Table 22.20.030-B need a one-acre minimum lot area and a location within 600 feet of a recreational use permitted in the zone, and under 22.20.080.B every other use needs a five-acre minimum lot area. Because the table lists veterinary uses under Animal-Related Uses rather than under Sales and Service Uses, an applicant should confirm with the county which tier footnote 4 applies before paying for a CUP application in Zone C-R.

The table governs only unincorporated territory. An incorporated city inside the county applies its own zoning code. The section's history line ends with Ord. 2024-0054 § 5, 2024, so the table printed in the current edition carries no amendment with a later effective date.
