Spalding County, GA Animal Ordinances: Veterinary Clinic Zoning (2026)

Sec. 1703A of the Zoning Ordinance (Appendix IV) lists the principal uses permitted in VN, Village Node, districts (Article 17A), the county's mixed-use nodal category. Item A.1 names 'Animal hospital or veterinary clinic with no outside runs or pens' as one of dozens of small-format commercial uses allowed by right in the district, alongside bakeries, banks, barber shops and similar neighborhood businesses. The 'no outside runs or pens' condition is the operative restriction: a veterinary practice that wants to house or exercise animals outdoors, in a run, kennel yard or outdoor pen, falls outside this permitted use and would need a different zoning approval or district.

Every use on the VN list, including the veterinary clinic use, is also capped by the district's blanket size limit: no business may exceed 30,000 square feet, and none may keep outside storage of any unfinished product for sale or raw materials. Because VN is a walkable, mixed-use node district rather than a commercial strip or industrial district, the no-outdoor-animal-area condition reflects the same design intent that limits noise, odor and visual impact for every use in the district. A veterinary clinic proposing boarding runs, an outdoor kennel, or any exercise yard visible from adjoining lots should expect Community Development to treat that element as outside the as-of-right VN allowance and require either a site redesign or a special-exception or rezoning request instead.
