Pitt County, NC Animal Ordinances: Veterinary Clinic Zoning (2026)

Table 5-1, the Pitt County Table of Permitted Uses, lists 'Veterinary Clinic' under SIC code 0742 with a 'D' (Permitted with Development Standards) designation cross-referenced to Section 8(PPPP), meaning a veterinary clinic cannot open by right; it must satisfy the standards that section spells out. Section 8(PPPP) limits where those standards even apply: 'Where Required: RA and RR districts,' the county's Rural Agricultural and Rural Residential zones. Once sited there, two operating limits attach directly to the use. First, an Outside Storage standard: any pens or runs kept outdoors must sit 'a minimum of 100 feet from any residentially-zoned or used lot,' which pushes kennel and exercise areas away from neighboring houses even within the same rural district.

Second, a Noise standard requires that 'the amount of noise generated shall not disrupt the activities of the adjacent land uses,' a performance test the county applies after the fact rather than a fixed decibel limit. Table 5-1 separately lists 'Veterinary Service, Livestock' (SIC 0741) as permitted by right in the RA and RR districts, and 'Animal Livestock Services' (SIC 0751) and 'Animal Specialty Services, except Animal Shelters' (SIC 0752) as uses requiring Conditional Zoning District approval, so the county treats a general small-animal veterinary clinic, a livestock veterinary service, and other animal-related services as distinct use categories with different approval paths.

Because the Zoning Ordinance applies only outside any municipal zoning jurisdiction, a veterinary clinic proposed inside Greenville, Winterville, Ayden or Farmville falls under that town's own zoning code instead of these county standards.
