Terrebonne Parish, LA Animal Ordinances: Veterinary Clinic Zoning (2026)

Terrebonne Parish's zoning definitions split veterinary and pet-care businesses into two distinct classifications. 'Animal sales and services (limited),' defined at Section 28-1, covers retail sales, veterinary services, grooming, and boarding conducted totally within a building for dogs, cats, birds, fish and similar household pets, and it expressly excludes outdoor kennels and livestock or large-animal uses; Section 28-48(b) lists this classification as a use permitted by right in C-2 General Commercial Districts. 'Animal sales and services (general)' covers veterinary services and boarding for livestock, horses or large animals, including pet crematoriums, and Section 28-49(a) places it among the uses by right in I-1 Light Industrial Districts only, not in any commercial or residential district.

A small-animal clinic proposed on an I-1 tract, or a large-animal hospital proposed in a C-2 strip, would not match either district's permitted-use list, and Section 28-29 bars operating a use not in conformity with the chapter. Because these are uses by right, no zoning and land use commission site-plan hearing is required, though a building permit under Chapter 6 still applies. Operating outside the matching district is a Chapter 28 violation, enforced by Code Enforcement.
