West Palm Beach, FL Animal Ordinances: Veterinary Clinic Zoning (2026)

The city's Zoning and Land Development Regulations (Chapter 94) list veterinary clinics and hospitals and animal shelters as Items 171, 172 and 173 in Table IX-1, the permitted use table, with permission varying by zoning district and by whether the facility is enclosed, enclosed not-for-profit, or unenclosed. Sec. 94-273, "Extra requirements for special uses or permitted uses," then layers additional standards on top of that table entry. For an enclosed veterinary clinic or animal shelter, all facilities must be located within an enclosed building, animal boarding is prohibited except to provide required treatment, and the building must be constructed and operated so that animal noise cannot be detected at adjoining property lines: the code specifically requires the building be completely air conditioned, with windows opened only when the air conditioning system is out of service.

A not-for-profit enclosed facility carries the same operating standards but must additionally prove its tax-exempt status by submitting an IRS Form 501(c)(3) determination letter with its application. Unenclosed veterinary clinics, hospitals and animal shelters, permitted as a Special Use, Class B (Sb) under Item 173, face a different set of restrictions: the site cannot abut any property zoned for residential purposes, all principal and accessory structures and animal pens must sit at least 50 feet from any property line, and any unenclosed animal boarding pen must be enclosed by a fence at least six feet tall.

These standards apply on top of, not instead of, the district-by-district permitted-use designations (P, PXR, Sa, Sb) set out in Sec. 94-272's Table IX-1, so a clinic proposal still has to clear the base zoning-district test before the Sec. 94-273 operating conditions kick in.
