Little Rock discourages residents from feeding deer, raccoons, and other wildlife because it creates nuisance and disease risk. Chapter 5 nuisance provisions and Arkansas Game and Fish rules let officers cite homeowners whose food sources attract wildlife into neighborhoods.
While Little Rock does not have a single ordinance banning all wildlife feeding, Chapter 5 and Ch. 21 nuisance rules let Animal Services and code enforcement act when feeding draws raccoons, foxes, deer, or coyotes into yards. The Arkansas Game and Fish Commission separately prohibits intentional baiting of deer in residential areas under state regulation. Bird feeders are generally allowed, but officers may require removal if they attract rodents, bears in foothill subdivisions, or aggressive wildlife. Pet food left outside is treated as an attractant nuisance. Education and warnings precede citations in most cases.
Initial warning followed by Ch. 21 nuisance citation; fines escalate if wildlife continues to be attracted, and state baiting violations are misdemeanors under AGFC rules.
