Chapter 5 of the Little Rock Code applies most dog rules to cats as well. Owned cats must wear a rabies tag, be currently vaccinated under Arkansas Department of Health rules, and may be licensed annually. Cats running at large can be picked up by Little Rock Animal Village and held, with reclaim fees and citations for owners. Recognized trap-neuter-return programs are coordinated with Animal Services so caretakers of community cat colonies are not cited. Repeat nuisance complaints about cats damaging property or yards may trigger Ch. 21 nuisance abatement.
First-time at-large citation is a small fine plus reclaim costs; failure to vaccinate is a Class C misdemeanor under state rabies control law.
