City code treats cats over five months like dogs for licensing: an annual fee of $10 if sterilized (or certified too old/infirm to breed) or $32.50 if not, payable with the rabies vaccination, with a metal tag that must stay on the cat's collar. Households and businesses may keep no more than four cats without an animal services over-limit permit. Any cat let outside a house, business, or fully enclosed, topped, sheltered pen counts as a 'free-roaming cat' and must be microchipped and sterilized (unless a vet certifies it can't safely be altered); owners get a 10-day written warning to comply before further enforcement. Direct-point chaining of cats is banned outright.
