Sec. 6-16(a) is written to reach "any person owning, possessing or keeping a dog," so the duty falls on whoever actually has the animal at the time, including a family member, house sitter or friend keeping the dog, not only the person whose name is on the license. The section then splits the obligation by location. " The test the ordinance writes is escape, not appearance, so a fence with a gap the dog pushes through or a restraint it slips is not adequate confinement even though a fence or tie exists.

" Two words there do the work: supervised, meaning a person is handling the dog, and escape-proof, meaning the equipment has to hold. Subsection (b) carves out city dog parks. Confinement of a dog in a fenced area that the Little Rock Parks and Recreation Department has designated a "park dog run" counts as adequate confinement under the section, so off-leash time inside a designated city run is authorized by the ordinance itself rather than merely tolerated. Separately, Sec. 6-16(d) bans direct-point chaining a dog to a stake or fixed anchor. Tether setups are limited to trolley or cable-run systems that satisfy the section's length, height and collar conditions.
