Little Rock allows limited backyard hens at single-family homes under Chapter 5, but roosters and most livestock are prohibited within city limits. Coops require setbacks from neighboring dwellings, and conditions on swine, cattle, and goats are tightly restricted.
Chapter 5 of the Little Rock Code regulates the keeping of fowl and livestock within city limits. Hens are permitted at single-family residences when housed in a clean, enclosed coop set back from neighboring dwellings, but roosters are prohibited because of noise. Swine are banned outright. Cattle, horses, goats, and sheep require sufficient acreage and may only be kept in zoning districts that allow agriculture. Animals must be confined and cannot create odor, sanitation, or noise nuisances. Animal Services and the Health Department both enforce these rules across Pulaski County.
Violations are a Chapter 5 misdemeanor and may also be cited under Ch. 21 nuisance provisions, with daily fines and impoundment by Little Rock Animal Village.
